Cairo Launches Digital Permits: Processing Times Shift in August
Cairo residents applying for building permits or utility connections will use new online portals from August, with rollout timelines that differ from those in Alexandria and Giza.

The decision requires all permit applications and fee payments for residential and commercial properties to move through a central online platform managed by the Ministry of Communications and Information Technology. Local offices in districts such as Nasr City and Zamalek will retain in-person counters only for residents without internet access.
Why the change arrives now
National legislation passed in late 2025 set a September 2026 deadline for all governorates to connect their administrative systems to the unified portal. Cairo's council moved the start date forward to August 1 to meet internal targets for clearing a backlog of 47,000 pending applications recorded in the 2025 annual report of the Cairo Governorate Administration. Other governorates have chosen later dates within the same national window.
Policy analysts note that Cairo's population density creates higher daily transaction volumes than in smaller cities. The legislation states that each governorate must allocate staff and servers according to its own caseload figures rather than a uniform national formula.
Local effects on services and costs
Residents in Maadi and Heliopolis will submit documents through the portal for water and electricity connections instead of visiting multiple counters. The 2026 Cairo Budget Paper lists 180 million Egyptian pounds for server upgrades and staff training at the governorate level. Processing times for standard residential permits are projected to drop from 21 days to 12 days once the system is live, according to the council's implementation schedule.
In comparison, Alexandria's council has scheduled its connection for October and Giza has set November. The Productivity Commission has found that earlier integration in larger governorates reduces duplicate data entry across national databases by an estimated 30 percent. Cairo's earlier start means its residents will test the system first, with any technical adjustments applied before other cities complete their connections.
Implementation begins August 1 at the main governorate building on Ramses Street. The government says the policy will expand to include commercial licensing by December 2026.
