Cairo Allocates EGP 100.5 Billion: Rail and Road Projects Compete for Priority

Rail and Metro Developments
Cairo Metro Line 4 construction continues on the 46.5 km route linking 6th of October City to New Cairo under an Egyptian-Japanese partnership, with Japan providing financing for the fourth tranche of phase one. The East Nile Monorail covers 56.5 km with 22 stations to connect Nasr City to the New Administrative Capital, while the West Nile Monorail spans 42 km with 13 stations to link Mohandessen to 6th of October. The Electric Train project between 10th of Ramadan and the New Administrative Capital is designed to carry 60,000 passengers per hour at 120 km/h, with targets to reduce highway traffic by 30 percent and generate annual fuel subsidy savings of EGP 2.3 billion.
Road Upgrades
Upgrading work proceeds on 125 road projects covering 2,500 km across Egypt, including 106 km of the Greater Cairo Ring Road developed at a cost of LE8 billion. These efforts form part of the same investment plan and require coordination with the rail schemes already underway.
Key Decisions Ahead
Authorities must decide the order in which remaining segments of the Metro Line 4, both monorail lines, the Electric Train and the Ring Road sections advance to completion. Choices also concern how to align the Japanese partnership terms with domestic funding flows and how to integrate the passenger capacity and traffic-reduction targets of the Electric Train into wider network planning. These sequencing and financing decisions will shape delivery timelines for the 1,284 projects covered by the current allocation.
