Cairo's Digital Archives Contain Thousands of Corrupted Ghost Images
Duplicate and corrupted image files have quietly undermined Egypt's push to digitise public records, from land registries to tourism portals, and officials are only now reckoning with the scale of the problem.

Egypt's drive to move government paperwork online has hit a stubborn, unglamorous obstacle: tens of thousands of duplicate, mislabelled, and broken image files clogging the databases that were meant to modernise public administration. The problem, years in the making, has reached a point where several ministries and state agencies are now running formal deduplication projects to clear the backlog before the New Administrative Capital's central data hub goes fully operational later this year.
The timing matters. Cairo's bureaucratic infrastructure has been under sustained digital pressure since at least 2019, when the government accelerated its paperless-records push under the Egypt Vision 2030 framework. Scanning teams working out of offices in Abdeen, home to the historic presidential complex and several legacy government registries, processed millions of documents in rapid succession. Speed created duplication. A single land-title document scanned three times by different operators, each saving a slightly different JPEG or TIFF file under a slightly different filename, multiplied across hundreds of thousands of records, produces a storage and retrieval crisis that is not immediately visible but is deeply disruptive.
How the Backlog Built Up
The Egyptian Real Estate Publicity Department, which maintains property ownership records and operates branches across Cairo including a main office near Ramses Square, began flagging the image duplication problem internally as far back as 2022. At that point the agency's digital archive had grown faster than its capacity to quality-check incoming scans. Operators under quota pressure to hit daily scanning targets had little incentive to cross-reference whether a document already existed in the system. The result, according to public procurement notices reviewed by The Daily Cairo, was a database where storage consumption grew at roughly double the rate that genuine new records were being added.
The problem is not unique to property records. The Egyptian Tourism Promotion Authority, which manages digital asset libraries used to supply images to international travel platforms and airlines, acknowledged in a 2024 tender document that its central media repository contained duplicate image sets that had caused versioning errors, meaning outdated promotional photographs of sites like the Giza Plateau and the Khan el-Khalili bazaar were being served to international partners alongside current ones. The authority subsequently contracted a Cairo-based IT firm to run a hash-matching deduplication pass across the library, a process that took most of 2025 to complete.
Bread-subsidy smartcard records maintained by the Supply Ministry present a related but distinct variant of the issue. When the ministry digitised ration-card holder photographs beginning in 2020 as part of its effort to reduce fraud in the country's subsidised-bread network, which covers more than 70 million Egyptians, image files for cardholders who updated their photographs were frequently retained alongside originals rather than replaced. Supply Ministry procurement records from March 2025 show a contract awarded for database cleanup work valued at 4.2 million Egyptian pounds, specifically targeting duplicate biometric image files in the national ration registry.
What Deduplication Actually Involves
Fixing the problem is neither simple nor cheap. Standard duplicate-image replacement workflows involve generating cryptographic hashes, essentially unique digital fingerprints, for every file in a database, then comparing them to identify identical or near-identical copies. Near-duplicate detection, which catches the same photograph saved at different resolutions or with minor edits, requires more sophisticated perceptual hashing algorithms and consumes significant processing time. For an archive the size of Egypt's consolidated government image repository, which by 2025 had grown to encompass scanned records from at least fourteen ministries, the process runs over weeks rather than days.
The New Administrative Capital's Central Data Authority, the body tasked with integrating government databases as ministries relocate from Cairo to the purpose-built city 45 kilometres to the east, has made deduplication a prerequisite for any agency seeking to migrate its records to the new infrastructure. Agencies that cannot certify a clean image archive by the migration deadline will be required to operate in parallel with both old and new systems, a scenario that adds cost and introduces its own risks of inconsistency.
For ordinary Egyptians navigating government services, the practical upshot is gradual. Citizens renewing property titles at the Abdeen registry or updating ration cards at Supply Ministry offices in Heliopolis should expect processing delays to ease as the cleanup progresses. The harder lesson, which Egyptian digital-governance specialists have raised in public forums at the Cairo ICT conference series, is that scanning targets set without quality controls produce exactly the kind of structural debt that costs far more to unwind than it would have cost to prevent.
